Drought Rates
On June 9, 2015, CVWD adopted a Drought Rate. More than half of CVWD's expenses do not vary based upon the quantity of water used by our customers. A drought rate helps the district continue to generate sufficient revenues to operate, manage, and maintain its facilities and services, even in times of severe drought and mandatory conservation. If a water use reduction is necessary, a drought rate may be imposed to adjust water rates depending upon the severity of the shortage and CVWD's revenue needs. Drought rates are not automatic- they require separate action by the Board of Directors before they take effect.
If a drought rate is implemented, customers who follow conservation recommendations provided by the district will experience minimal cost changes on their water bill. Those customers who do not conserve will see higher bills.
